Townhouse Community Council Constitution

Article 1-Name and Affiliation

Section 1-Name

a. The name of this organization shall be Townhouse Community Council (TCC).

Section 2-Affiliation

a. The Townhouse Community Council shall be affiliated with and work in conjunction with the Residential Student Congress (RSC).

Article 2-Purpose
The purpose of the Townhouse Community Council shall be
a. To act as the governing body of the Townhouse Community, and serve as an open forum for the consideration of ideas, problems, questions, and solutions.
b. To advocate for the best interests of the Townhouse Community's residents, promote their wellbeing, and work for the betterment of their residential life.
c. To collaborate with the RAs and Residence Hall Director to create an inclusive, safe, and fun environment for all members of the Townhouse Community.d. To communicate the interests of the townhouse residents to the Residential Student Congress (RSC).

Article 3-Membership and Duties
Section 1-Community CouncilAll residents of the Townhouse Community are members of the Townhouse Community Council. The Townhouse Community Council shall consist of the following elected positions:

a. President
i. Prepares an agenda and presides over all Community Council meetings
ii. Enforces and interprets the constitution
iii. Coordinates the work of all Community Council membersiv. Shall be the official spokesperson of the Townhouse Community Council

b. Vice President
i. Presides over meetings and assumes all responsibilities in the absence of the President
ii. Assists President in overseeing the work of Community Council Members and coordinating programming
A. Responsible for all advertisements, posters, handouts, etc. of the Townhouse Community Counciliii. Keeps minutes and keeps track of attendance for all Community Council meetings, which will be posted so that all Townhouse residents can see the work of their representatives

c. Treasurer
i. Keeps track of Townhouse Community Council finances
ii. Handles all financial communication with the Residence Hall Director, Residential Student Congress, and any other body that may provide funding to the Townhouse Community Council
iii. Consults with the advisor on the cost of and budget for programming ideas
iv. Ensures that the Townhouse Community Council does not exceed its allotted budget for the academic year

d. RSC Representative(s)
i. Attend all meetings of the Residential Student Congress as the official representative(s) of the Townhouse Community Council
ii. Coordinate a proxy if unable to attend a RSC meeting
iii. Communicate the interests of Townhouse residents to the RSC
iv. Vote on behalf of the Townhouse Community on RSC mattersv. Attend meetings of the Community Council

e. Advisor(s)The Residence Hall Director shall serve as the primary advisor to the Community Council. The Resident Advisor assigned to the Community Council will act as a liaison to the RA team. Their responsibilities are as follows:

i. Residence Hall Director
A. Advises Council on programming, budgeting, organizational development
B. Works with the Community Council members in developing leadership skills, meeting with at least the President and Treasurer bi-weeklyC. Attends all Council meetings (within reasonable limits)

ii. Resident Advisor
A. Mentor Community Council member
B. Meet monthly with each e-board member
C. Attend all Council meetings (within reasonable limits)
D. Act as advisor if the RHD is unable to attend
E. As a student living in the Townhouse Community they are also a voting member as a general board member of the councilArticle 4-Meetings
a. The Townhouse Community Council shall meet bi-weekly throughout the in-person academic calendar.
i. Additional meetings will be held as directed by the President.
b. Procedures for order
i. The President shall call the meeting to order
ii. Votes require all members of the Community Council to be in attendance
iii. A motion for a vote can be made by any member of the Townhouse Community Council at any time
iv. Motions can also be brought forth by any resident of the Townhouses to the Council for a vote
v. Resolutions will be adopted so long as a majority of Community Council members vote in favor of the resolution
vi. The council will serve as one body when presenting the result of votes to the public
1. Example: "The Townhouse Community Council votes to adopt the skunk as the official mascot of the Townhouse Community."

Article 5-Amending the Constitution

a. The Community Council will vote to amend the constitution only with the approval of all council members
